Richard Liu's Yacht Brand Officially Lands in Dalian with Total Investment of 15 Billion Yuan

On March 25, JD.com founder Richard Liu's Sea Expandary (Sea Expandary) officially signed an agreement with the Dalian government. Liaoning Provincial Party Secretary Xu Kunlin, Governor Wang Xinwei, multiple Dalian city leaders, and Richard Liu himself attended the signing ceremony.

The Sea Expandary manufacturing base and yacht operation project has a total investment of 15 billion yuan, including the construction of a customized high-end yacht production line in Dalian, as well as the operation of a yacht city living room and comprehensive service home port, creating a yacht service hub.

Dalian has outstanding advantages in the shipbuilding and marine engineering equipment industry, with yacht ownership ranking among the top in the country. Liaoning, as the only coastal province in Northeast China, has numerous islands, a mainland coastline of over 2,200 kilometers, a complete industrial system, and strong advanced manufacturing capabilities such as shipbuilding, providing unique conditions and advantages for developing marine industries like yachting.

Previously, Sea Expandary had registered companies in Shenzhen and Zhuhai. According to its official website, the company is positioned to build a globally leading green and intelligent yacht full industry ecosystem, targeting the global market to establish a full-chain yacht industry integrating R&D design, manufacturing, global sales, yacht club services, and comprehensive marine scientific research services.

According to the signed agreement, Sea Expandary will deeply participate in Dalian's yacht industry technology upgrade and scenario development, helping Dalian enhance its yacht R&D design and manufacturing capabilities and strengthen key component supply chains. At the same time, it will assist Dalian in building a comprehensive yacht service home port integrating berthing, exhibition, maintenance, rental, leisure sports, and other services. The two parties will jointly explore diversified consumption scenarios such as "yacht + sea fishing," "yacht + cultural tourism," and "yacht + sports," promoting deep integration of culture, tourism, sports, and commerce.

China has positioned yacht consumption as a new growth point for service consumption to be accelerated and developed, driving the yacht industry toward mass consumption and large-scale development. Liaoning Province will adhere to making marine a strategic priority for high-quality development. During the "15th Five-Year Plan" period, it will strengthen yacht R&D and manufacturing, actively cultivate high-end marine service industries, vigorously develop coastal culture, cruise ships, yachts, marine tourism, and other tourism formats, and accelerate the construction of a modern marine industry system.

On January 19 this year, the Dalian government issued the "Dalian City Implementation Plan for Promoting High-Quality Development of the Cruise and Yacht Industry." According to Dalian's "15th Five-Year Plan," by 2030, Dalian plans to build the shipbuilding and marine engineering industry into a 150 billion-level industrial cluster, becoming one of the core engines driving the city's economic development.
