Beijing Chaoyang District Releases 'Three-Year Action Plan for Tennis City': Courts to Increase to 1,000, Tennis Population Target Exceeds 300,000
On August 14, the 2026 'Most Chaoyang' Tennis Carnival and the Third CYTA Tennis League opened at the Beijing Chaoyang Sports Center, and the Chaoyang District Tennis City Three-Year Action Plan (2026-2028) was released simultaneously. The plan outlines that over the next three years, based on the district's existing tennis development foundation, efforts will focus on four dimensions: events, venues, talent, and industry.
In 2021, Chaoyang District was rated by the General Administration of Sport as the nation's first 'National Tennis Demonstration Zone'. In recent years, Chaoyang District has continued to deepen tennis culture cultivation and industrial upgrading, achieving remarkable results:
- The district currently has 763 tennis courts and 166 venues, ranking first in the city in total court area;
- The tennis population reaches 220,800, accounting for 16.4% of the city's total;
- There are 178 tennis-related businesses, the highest number in the city;
- The economic contribution of the tennis industry exceeds 2 billion yuan, becoming a new driver of regional development.

On this basis, the Action Plan clearly states that in the next three years, leveraging the district's existing advantages in tennis, with 'Tennis as a Lifestyle' as the core, it will promote the nationwide popularization of tennis, industrial upgrading, and talent aggregation.
According to the Action Plan, by 2028, the number of tennis courts in Chaoyang District will increase to 1,000, the tennis population will exceed 300,000, the cumulative number of coaches and referees will reach 1,200, and registered youth athletes will reach 600. By then, the five major areas of event branding, court supply, nationwide popularization, talent cultivation, and industrial development will be comprehensively improved, fully consolidating the foundation for tennis development, and positioning Chaoyang District as a highland for tennis event aggregation, a demonstration highland for nationwide tennis participation, and a highland for youth tennis talent cultivation, continuously consolidating its leading position as the 'National Tennis Demonstration Zone'.
In terms of event system, Chaoyang District will take the China Open as the core, introduce ITF and CTJ-B points events, build a multi-level professional event matrix, strengthen the local league of the 'Most Chaoyang' Tennis Carnival and Chaoyang Tennis League, host no fewer than 200 events annually, and simultaneously launch the 'Old Ball New Life' public welfare project; supporting mass events for government agencies, enterprises, campuses, communities, and parent-child categories will be held more than 500 times each year, and actively undertake high-level domestic and international tennis events.
In terms of court facilities, Chaoyang District will vigorously revitalize parks and idle spaces to transform them into multi-functional courts, adopt a co-construction model of fiscal and social capital, renovate composite ball courts; build a smart reservation and operation platform, and draw an electronic map of tennis resources across the district.
In terms of nationwide popularization, Chaoyang District will implement a tennis popularization project across the entire region. Promote the 'Four Entries' of tennis and the mini-tennis project, including setting up free experience teaching areas in parks, building demonstration stations with community equipment, incorporating tennis into regular school curricula and after-school services, deploying AI tennis equipment in enterprises and carrying out themed activities; achieve full coverage of tennis enlightenment for kindergartens and lower grades, steadily expanding the tennis participant base.
In terms of talent cultivation, Chaoyang District will improve the integrated youth training system; carry out tiered training for coaches, expanding the team to a thousand; referees will receive unified training and certification, and link with schools and enterprises to introduce and cultivate composite industry talents in event operations, venue management, and sports marketing.
In terms of industrial integration, Chaoyang District will promote market-oriented event operations, expand diversified revenue from sponsorship, copyright, and franchising; build tennis training and exchange bases; continue to operate distinctive IPs such as Tennis Night and Carnival, linking culture, tourism, and commerce to boost consumption; and construct tennis-themed landmarks and an industrial incubation 'Tennis Reception Hall'.
